Power isn't the main goal. Before you say build a 4 cylinder or V6 let's just say it has to be a SBC. A smaller bore/ longer stroke vs. a bigger bore/ shorter stroke of about the same displacement (ie. 305 vs. 302) should get better mileage. The longer stroke should make better low end torque which should help with mileage.
