First, in the Game.ini file you need to make sure bUseSinglePlayerSettings is set to false and MaxDifficulty is set to false. For me, the only ways I've been able to get my minimum levels out of the single digits is: DifficultyOffset=5. OverrideOfficialDifficulty=6. With my settings this way I did see a level 240 Rex.
