I've done over 500 legend lost sectors this season. I started tracking my drop rate after I had the new exotics and over those 500 I've had a consistent ~24% drop rate. If your question ever has anything to do with RNG, the answer is it's RNG. Why not make the lost sector similar to neomuna where enemies are always X levels above you?
