You MUST open up the motor and remove the inner governor. It is VERY easy to do. The reason you must is there is a PLASTIC gear inside that controls the governor.The sleeves are around 3.180"-3.25" O.D. The larger sleeves will cut into to upper bolt holes so it's best to use one that is closer to 3.180" or you'll have issues with the top head bolt threads. The governor hole is 1/4" and if you remove the oil sensor while you're in there it's 7/16". Tap them if possible, use fine thread bolts and red loctite.
