With my first I never remember losing my mucus plug and just started having period like cramps when I began labor at 39 weeks. When the cramps became a little stronger and felt timed (5-7 mins apart) I decided to go to L&D to get checked out. Sure enough I was having contractions 2-3 mins apart. Had my son the next day.

My wife’s mucous plug came out at week 39 but that was after a membrane sweep. She still had to be induced 2 weeks later. Losing the plus IS a sign that your body is headed towards labor, but I think you did the right thing by reaching out to your doctor.
