Jumper the PTO safety switch wires and it should start. Push the clutch all the way down to release any forces remaining on the PTO engagement sleeve.
Correct, that independent PTO is completely independent of the transmission and the clutch pedal. The PTO has its own input shaft from the flywheel that is not affected by the clutch pedal, and there is a separate hydraulically controlled clutch pack and hydraulically controlled brake that engage and disengage the PTO, and the handle just controls the hydraulic control valve.Nov 14, 2015. #1.
