There's a superb survivors mod, but it's janky as hell. As far as I know, it's the only mod that implements NPCs at any capacity. One of the best ones I’ve ever seen was called “SubparSuperiorSurvivors”. Unfortunately I uninstalled the mod and the creator made it private for some reason so it’s no longer listed.

Your little Braven will literally always be at your side. They will follow you around, hop small fences, and open doors. Braven will actively defend themselves, and will assist you at fighting zombies. You can also trade items back and forth with Braven. You can also give Braven orders, like tell them to stop, equip an item, etc.
