Ive tried adjusting the hydraulic control lever that should help for releasing and allowing smooth down transitions and it will turn and lock both ways and doesnt appear to have any issues.

Also, there's a relief in the valve for the deck lift. You'll have to pull the bottom cover off, its 4 6mm bolts. You'll find the spring with the cover, then the poppet is up in the valve.See if it's moving with the 3PH. If it is, trace it to under the tractor (if you can with the deck mounted - otherwise you may need to remove it to check the rest of the linkage). That's all I can think of off the top of my head. There is a small detaunt that the blade sets in so it is centered to the shaft and the bolt. Tightening the bolt with a wrench will not get it tight enough. Make sure the bolt threads are ok and not stripped.

At some point it did move and when I raised it back up it will not go back down. It is stuck in the upper position and moves about 1/2" up or down when the lever control is used. 3 point still needs pressure to lower but not raise. The deck up down lever is on the right. Hi, The seat safety switch kills the engine so it is not preventing the pto from turning. Did you move the leaver to rear only and back to mid. With it in rear only the mid will turn free. With engine off, move it to mid while turning the shaft. You should feel it connect.
