I've been to a lot of planets and the only 2 planets I've seen them on had extreme weather 24/7. The weather was just deadlier during a storm. Sometimes u can get 10 at once from the missions in pirate systems. Visit the dude in the stationary hauler and look if he got storm crystals as reward somewhere. They often turn up as loot in derelict freighters and sometimes in frigate missions as well. Anecdote, I found an acid planet with frequent storms.
