Expanded cities should mean expanded content, not literally more buildings. The best examples I can think of are Black Scratch and Mourn. Black Scratch is big now, but the mod removes the Y-house (THE BLACK SCRATCH Y-HOUSE! NOOOOOOOOOOOOO!) and there's only 2 small shacks for purchase.
