Holy crazy - Does Kia have some weird electrical design! I found the problem and the solution, merely on a last ditch hunch. The problem was two relays. One in the top of the main fuse block under the dash (driver-side). The second was was in another block of relays that was back up further under the dash (driver-side) behind the main fuse block.
