That is a safety feature to keep the engine from overheating if the thermistor goes bad or the harness comes unplugged. If the fan doesn't come on with that harness unplugged, the ECM is probably bad.

Rawyo, I'm not seeing that thread here, but what was the cause for my Ranger's cutting out, was the TPS (Throttle Positioning Sensor) wire harness. It was chafed where it was rubbing on the starter motor's power connection.
