Im in a similar situation, though my issue is I've already had exotics extraction researched, I can build ground bases for these materials, but I cannot build mining stations to get the gases offworld, this issue is stemming across rare crystals and exotic gases aswell. They are not too dangerous, synths just increase chance for contingency to spawn, jump drives increase chance for Unbidden, sapient combat computers just have a chance to join AI uprising, stuff like that. Yeah but the issue with pop size is that it's not always additive. This is one of the few places where Stellaris does this, another example being that one tech which reduces crime.
