With two batches I average around 20 resources per cycle for about 40 a day. A bit of a haul if you have 0 and need 300 but still very doable. You can also try to win events (Officer Events, Ship events) etc to get a few more resources between refining cycles. Lvl 20 is even worse. You needs lots of 2* uncommon ore.
