The name is pretty clear. It makes it so that your gunner camera uses gunner sight. Puts the gunner camera for some planes in a first-person mode instead of the third-person aim. Pretty much only works for planes with a single defensive gunner, since there's no way to change the camera between multiple gunners.

I just told him to switch it off. I would suggest toggling it to what you want, then resetting your game and see if it keeps the setting. Also make sure you arent testing/playing in sim for any reason. I tried turning it off, exiting war thunder, restarting and rechecking the setting and it was still off centre.
