We run PTRs in English, French, German, and Korean. To Install the PTR Client, you must first have a standard game account, can't be a Starter Edition account.

If the PTR is currently offline, you will not be able to log into the PTR. Please follow any updates on the game's official PTR forum, only in English (World of Warcraft—Diablo III—Overwatch—StarCraft II—Heroes of the Storm—Hearthstone—Warcraft III).
